At about 6:20 p.m. on Monday, June 30, a tip from a concerned citizen led police to the 12600 block of Southeast River Road, where they located Timothy Richard Sullivan in an apartment on the premises. Sullivan was taken into custody without incident and later transported to the Clackamas County Jail.

Sullivan is being lodged on one felony-count of Assault II, which is a Measure II crime.

All information about the incident and investigation is being forwarded to the Clackamas County District Attorney's Office.

“This guy needs to be stopped, so he doesn’t hurt someone else,” said Joseph Garvey, the victim, before the arrest.

Cell phone footage captured the attack on Garvey in his front yard.

“I can’t remember it, but I get to see the video. But from what I saw, this guy was pretty vicious,” said Garvey.

Garvey sustained multiple lacerations, two black eyes and a broken nose after yelling at a driver speeding through his neighborhood Thursday evening to slow down.

Considering his injuries, Garvey appeared in good spirits and said he isn’t so much worried about himself as he is others who may also come across his attacker.

“I was ready to have friends around here to stop it from getting really, really bad. So I guess the best thing I’d say is I’d like him pulled off the street so it doesn’t happen to anyone else,” said Garvey.

Garvey said he hopes the public is able to help police bring his attacker to justice.
