Driver charged with DUII, reckless driving, manslaughter and reckless endangering

AllenUPDATE: A St. Helens man died Tuesday, Sept. 5, after being struck by vehicle near the intersection of Gable Road and Old Portland Road.

Arthur Studer, 34, of St. Helens, died Tuesday after being hit by a small green Ford Ranger pickup truck that was traveling eastbound on Gable Road in the early afternoon.

St. Helens Police Department officers were dispatched to the scene at 2:48 p.m.

The driver of the pickup was identified as Kody Allen, 18, of St. Helens, who was arrested on charges related to the crash. Allen is a senior at St. Helens High School.

When SHPD officers arrived, they found the truck on its side in a small ditch resting against a telephone pole. Officers determined the Ford Ranger had been traveling eastbound on Gable Road when it drifted onto the shoulder, struck Studer, and continued to travel before come to a stop in the ditch. Allen suffered no injuries.

Allen initially told officers that he had drifted off the roadway and crashed, but did not indicate he had struck anyone, according to a press release from SHPD, but a witness nearby alerted officers to the pedestrian who was lying behind a tall fence several minutes after police were on scene.

After investigating the scene, officers determined Studer was thrown several yards after being struck, the release added, and was killed on impact.

Allen was arrested and booked into the Columbia County Jail Tuesday on charges of driving under the influence of intoxicants, reckless driving, manslaughter in the second degree and reckless endangering. His bail was set at $6,875 as of Wednesday morning.
