A Tualatin man arrested last week for reportedly groping women in Tualatin and near King City is back in jail with additional charges after more alleged victims came forward.

Tualatin Police arrested Ian Billow, 28, on Wednesday, Nov. 13, after investigators say they met with three additional women who reported similar incidents that occurred at apartment complexes in Tigard and Tualatin dating back to last summer.Billow

Tualatin Police first arrested Billow on Sunday, Nov. 10, after responding to an incident at Atfaliti Park, where a woman claimed the suspect attempted to grope her while she was jogging through the area.

Billow is also charged with groping women at Avalon Park Apartments, 17000 S.W. Pacific Highway. Female employees told police the suspect went to the complex requesting a tour of the grounds. According to one of the women, the employees took him on tours using a golf cart. As the man got into the cart, he would place his hand on the driver's seat as the victim was sitting down. The victim would sit on his hand, and he would apologize, saying it was an accident.

On another occasion, deputies say the man pretended to trip while walking behind a woman up a flight of stairs. The man fell face-first onto the woman's buttocks, and reportedly lingered there for a few seconds.

With the three additional victims in Tigard and Tualatin, police suspect there may be additional victims in Wilsonville, Tigard, Tualatin and the surrounding areas.

Last week’s arrest brings three additional counts of third-degree sex abuse and three additional counts of harassment onto Billow’s list of charges, which include sex abuse, harassment and attempt to commit a crime.

The investigation is ongoing, officials said.
